The Ger­man gov­ern­ment is re­spon­si­ble for all queries re­lat­ed to the resti­tu­tion of works that have been con­clu­sive­ly iden­ti­fied as Nazi-loot­ed art. The re­sults of the re­search con­duct­ed by the Gurlitt Prove­nance Re­search Project are, how­ev­er, in­tend­ed to pro­vide a ba­sis for de­ci­sions re­gard­ing resti­tu­tion by the re­spec­tive own­ers of the works.

The cri­te­ria for de­ter­min­ing which works qual­i­fy as Nazi-loot­ed art are de­rived from the Ger­man in­ter­pre­ta­tion of the Wash­ing­ton Prin­ci­ples en­shrined in the Joint Dec­la­ra­tion.
