The German government is responsible for all queries related to the restitution of works that have been conclusively identified as Nazi-looted art. The results of the research conducted by the Gurlitt Provenance Research Project are, however, intended to provide a basis for decisions regarding restitution by the respective owners of the works.

The criteria for determining which works qualify as Nazi-looted art are derived from the German interpretation of the Washington Principles enshrined in the Joint Declaration.
